Excel 2007 document protection & locked cells?

Hi,

I’ve created an excel document that numerous users will be editing, however I need for only certain users to be able to edit certain cells.

I currently am using the track changes method, however it appears that there are ways around this.

Does anybody know if there is a formula or a function I can use to only allow a user to edit a certain cell if the username = joe.bloggs for example? Excel can clearly look up the username as it does so in the "track changes" but its how do i use this information to protect my cells?

I have a large excel doc with 12 tabs and each tab already has protected cells so that the user only inputs in the appropriate permitted cells. once the user has completed the document it needs to be sent to an external client where I do not want them to overwrite the original info.
I know that I can protect the tabs and make read-only but even being read only the user can still Save As and make amendments. Also seeing as I already have Protection set on numerous cells it would be too time-consuming to unprotect all then re-protect the entire sheet. (Note I will be using several copies of these reports every day so need a quick solution!) Basically I want to ‘lock down’ the document once completed by the user before it is sent externally. (Mark As Final’ option on 2007 was almost perfect solution but this isn’t compatible with previous versions of Excel)
