Excel question – locking a worksheet?

I am creating an Excel file for others to use, and I want to lock certain cells. I have already locked the cells.

But I want to give the password out to trusted individuals, so they can unlock the spreadsheet.

Here’s my problem: I went to Tools >>> Protection>>> Protect Sheet. I entered the password, and the box *above* the password field is checked, and the 2 boxes below the password field are checked.
That process locked the desired cells, but after the password is entered, it permanently unlocks the worksheet.

Basically, I want this to happen: individual enters the password, makes the change, and saves the worksheet. Next time individual wants to make changes to the worksheet, they need to enter the password again (I want the password prompt to always come up before any changes are made)

Thank you very much for any assistance you can provide!!
