In excel how must cells be——-and the sheet protected to prevent edits being made to the data.?

Review > Protect Sheet
You must do 2 separate things exactly. Failure to do EITHER of these things will make security not work.
right click on the cell(s) (or the whole worksheet, once selected) in question, and go to Format Cells. then Protection, and click Locked.
Secondly: in excel 2003, go to Tools, Protection, Protect Worksheet. Select your options / password, and finalize. in excel 2007, go to Review- Protect. same thing.
